Grievance Procedure

Purpose
NeighborWorks Green Bay is committed to providing prompt and fair resolution of complaints that allege a violation of applicable federal regulations, including but not limited to Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, and 40 C.F.R. Parts 5 and 7, which apply to federal financial assistance from any federal department or entity. This grievance procedure is established to address such complaints in a prompt, equitable, and transparent manner.
Summary of Federal Civil Rights Regulations
- Civil Rights Laws Applicable to Federal Financial Assistance: NeighborWorks Green Bay is committed to complying with federal civil rights laws, including:
- Title VI of the Civil Rights Act of 1964: Prohibits discrimination based on race, color, or national origin in any program or activity receiving federal financial assistance.
- Section 504 of the Rehabilitation Act: Prohibits discrimination on the basis of disability in programs receiving federal financial assistance.
- Title IX of the Education Amendments of 1972: Prohibits discrimination based on sex in any education program or activity receiving federal funding.
Scope
This grievance procedure applies to all NeighborWorks Green Bay staff, program participants, clients, and members of the public who feel that they have been subjected to unlawful discrimination or unfair treatment in relation to programs and activities conducted by NeighborWorks Green Bay.
How to File a Complaint
- Filing: Complaints must be submitted in writing to the Compliance Officer at NeighborWorks Green Bay. You may send your complaint by mail or email to the following addresses:

- Timeframe: Complaints must be filed within 180 days of the alleged incident of discrimination or unfair treatment.
- Details: The complaint should include:
- Your name, address, and contact information
- A detailed description of the incident, including dates and individuals involved
- Any supporting documents or information
- Desired outcome or resolution
Grievance Review Process
- Acknowledgment: NeighborWorks Green Bay will acknowledge receipt of the complaint within 5 business days.
- Investigation: The Compliance Officer or designated individual will conduct an investigation. This may involve interviewing the complainant, speaking to witnesses, and reviewing related documentation. The investigation will be conducted in an impartial manner, respecting the rights of all parties involved.
- Resolution: NeighborWorks Green Bay will provide a written response to the complainant within 30 business days of receipt of the complaint, outlining the findings and any actions taken.
Appeals Process
If the complainant is dissatisfied with the resolution, they may file an appeal. Appeals must be submitted in writing to the Executive Director within 15 business days of receiving the response. The Executive Director will review the appeal and issue a final decision in writing within 20 business days.
Confidentiality
All information related to grievances will be kept confidential to the extent possible and shared only with those directly involved in the resolution process.
Non-Retaliation
NeighborWorks Green Bay strictly prohibits retaliation against any individual for filing a grievance or participating in an investigation.
